Concerns have been raised over an apparent lack of air conditioning systems assessments taking place despite the requirement by law. Issues have also been raised on the quality and legal compliance of some of the assessments carried out. Buildings with a combined system size of greater than 250kW should have had an inspection by January 2009. Buildings with a combined system size of over 12kW (the approximate size of three conference room split units) require an inspection by January 2011.
CIBSE estimated in late 2009 that fewer than 1,000 buildings were compliant with the law. This means that less than 2% of the 50,000 buildings in England & Wales which are thought to have required a first inspection by the deadline of January ’09 were completed.
Air conditioning inspections have the potential to yield real carbon and energy savings in the short and medium term but there is concern that these cost savings, which companies can achieve, are being lost because until now there has been little or no enforcement of the regulations and companies seem to be hesitating.
The deadline for A/C Inspections is the 4th of Jan 2011, and you should be fully compliant with the F-Gas regulations today. Don’t be caught out by enforcement action, bad publicity and fines.
F-Gas Regulations put significant new requirements on those who use, handle and maintain refrigeration equipment. As of January 20th 2010 there was no virgin R22 refrigerant for sale anywhere in the UK. This is one of the significant impacts of the regulations, along with requirements for training, registers and more.
Some facilities management and maintenance companies are not able to convince their clients of the need to act in the face of a lack of enforcement action by trading standards bodies. Furthermore, other companies are unsure as to how they can find assessors who can provide genuinely useful advice rather than those who have little or no practical experience.
